Compensation Range: $90,000 - $130,000 annually

Position Overview:

The Proposal Manager will direct and manage business capture activities to achieve budget and growth expectations for the division. This position will be a core team member in delivering our proven IT solutions expertise to our federal and commercial customers.

This role will also serve as the primary author for proposal content. Initially, proposal writing will be the main job function. They will be responsible for developing compelling and compliant proposal content, and will support sourcing efforts for staff augmentation projects, identifying and engaging qualified candidates to meet client needs. Over time, this role may take on additional capture and business develop activities.

Day-To-Day Duties and Responsibilities:

  • Strategically identify, advance, and manage capture opportunities throughout the opportunity management lifecycle in both the federal and commercial sectors. Focus on advancing identified opportunities through in-depth research, analysis, and strategic engagement.
  • Collaborate with the Sales, Revenue Operations and Project Delivery team and other internal stakeholders to align efforts and ensure a cohesive approach to capturing targeted business. Lead planning sessions with core teams and strategize on win themes aligned with customer needs.
  • As the primary author for the Company, write and develop proposal content, including executive summaries, technical volumes, past performance, and management sections.
  • Engage in early client outreach, relationship-building, and market intelligence to shape opportunities well before RFP release.
  • Work closely to understand client needs and tailor capture approaches accordingly, ensuring alignment with Company’s core capabilities and IT solutions.
  • Build and maintain strong relationships with government decision-makers and industry partners to position VTG and Quotient early in the procurement lifecycle.
  • Lead multiple concurrent, complex capture opportunities through the business development sales cycle from identification to award, and coordinate with internal teams and SMEs to develop compelling proposals and solutions.
  • Participate in business planning activities, including pipeline reviews and strategic account planning.
  • Coordinate meetings with customers, clients, and teammates to gather market insight on requirements, acquisition strategy, timing, and contract vehicles.
  • Lead and own the proposal drafting and review process. 
  • Conduct competitive assessments, teaming strategies, and price-to-win efforts.
  • Support the sourcing and identification of qualified personnel for staff augmentation opportunities, working closely with recruiting and delivery teams.
  • Lead the development and submission of white papers, RFI responses, RFP responses, and other proposal artifacts.
  • Apply capture planning processes and best practices consistently.
  • Deliver capture status to senior management and support other business development activities as assigned.
  • Conduct after-action reviews to document lessons learned and improve future capture strategies.
  • Mentor and educate staff members on the capture management process.
  • Ensure capture activities and all client and prospect information is logged correctly within Company CRM (Hubspot) for pipeline reporting and dashboard purposes.

Minimum Qualifications:

  • Bachelor’s degree required, preferably in technical or business discipline. 
  • Minimum 3 years experience in proposal writing and acting as a Capture Manager in the federal space, specifically for an IT solutions or a technical solutions provider (ie: managed service provider, technical IT consulting, cybersecurity services, etc.). 
  • Strong understanding of U.S. Government procurement and acquisition processes.
  • Demonstrated, recent federal capture experience leading to award of deals or programs $50M+
  • Strong writing and proposal development experience, with the ability to tailor content to specific audiences and requirements.
  • Strong leadership skills to develop, organize, and execute capture activities. Ability to lead virtual teams, and to build consensus and influence without direct authority.
  • Experience with Deltek GovWin IQ, EzGovOpps, HigherGov, or GovTribe.
  • Experience sourcing, recruiting, evaluating and staffing candidates for technical and professional roles in federal staff augmentation projects.
  • Understanding of pricing methodology and BOE and cost estimate development.
  • Strong verbal communication and executive briefing skills.
  • Willingness to travel for customer visits and strategy workshops.
  • Must hold or be able to obtain a U.S. security clearance.
